I've had a newgrounds for about a month now, I've posted art and everything and it seems that Noone has bothered coming and looking, how do you get someone to sponsor your art or whatever it is that needs to be done if noone even bothers?
I get these odd feelings sometimes that we are in the middle of a zombie apocalypse.... Then of course I wake up and realize that, No, my head is not missing, and No, those aren't guts spilling out of my stomach, it's just my retarded cat moving around.

OK so I have 5 pictures up now, so how long does it take?
it takes a while. The best option is to keep posting art regularly, about 1 a day. Usually some one notices. When you fill up due to the unscouted limit, just delete some of the ones that are weaker for newer stronger pieces. But you shouldn't have much trouble getting scouted with this method.
Another way is to be come active on NG, go to the Art Forum, and be come a member of the community by posting in a personal art thread.
Doing that, chances are you'll get picked up eventually.
